こんにちは！本日もリスニング日和ですね！ 今回のリスニング日和は、米国の新型コロナウィルス対策response to novel coronavirus outbreakについて会見を行った厚生省HHS(Department of Health and Human Services)のアザール長官Secretary for Health and Human Servicesです。今回はアザール長官の会見導入部分を使います。トランプ大統領が新型コロナウィルス対策を行う関係省庁の対策部会を設置し、その中心となっているのがHHSのアザール厚生長官です。アナウンサーのような綺麗な、そして速い英語ですが、文章の構造は単純明快で大変分かりやすい人です。構文をしっかり把握して、リプロダクション＝再現しましょう。
＜1回聞いただけで瞬時に理解する力＞を鍛えるリプロダクション編です。 リプロダクションは、英語を再生しながら追いかけて再現するシャドーイングとは異なり、ある程度の長さを聞いたら一旦音声を止めて自分の声で同じ意味の英語を話す練習です。通訳訓練の中では難易度の高い類ですが、リスニング日和では一般英語学習者むけに簡単なやり方で進めます。それに、シャドーイング編をしっかりこなした後ならスムーズに出来ますよ。
構文を直観的に理解し英語を頭ごなしに解釈できるようになったら、ネイティブ感覚のリスニング力もすぐそこ。スピーキングの力も伸ばせる練習です。

準備：ヘッドホンをつける。自分の声を録音するレコーダー。 （英文スクリプトと日本語訳は一番最後にあります。必要に応じプリントアウトして下さい。）
今回は最初の3分14秒くらいまでを使用します。
①Warming-up Shadowing
スクリプトは見ないでシャドーイング。録音は不要。 英語音声を再生し、聞こえてきた音をしっかり声を出して正確に発音する。激しい運動の前の準備体操です。
②Short Reproduction
まずは文章を短く切ってリプロダクションをしましょう。必要ならスクリプトを確認しながら。録音は不要です。
・ネイティブ英語音声を/のところまで再生し、聞こえた英語をしっかり発声してリピートする。
・一語一句同じでなくても、意味が同じなら別の表現を使ってもよいが、自分のスピーキングが正しい文法になっているか自信がない場合は一語一句同じ表現を使うことをオススメします。
・スクリプトはなるべく見ない。何と言ったか忘れたら、もう1度音声を再生して確かめる。（それでもだめなら、スクリプトをチラ見して確認する程度にする。）
まずは、この程度の短さでリプロダクションに挑戦しましょう。最初の部分を使って説明します。残りも最初は短めに切ってやってみましょう。

First we want to send our sympathies to everyone in the United States, in China, and elsewhere in the world who have been sickened by the virus or seen loved ones fall ill. I want to emphasize how grateful we are to those responding to the outbreak in China and around the world.
As I said last week, we are working as quickly as possible on the many unanswered questions about the virus. That includes exactly how rapidly it spreads, how deadly it is, whether it is commonly transmitted by patients who are not yet displaying symptoms, and other issues. There have now been 12 confirmed cases of the novel coronavirus here in the United States, including two cases of transmission to people who had not recently been in China.
Right now, our scientists and public health experts are trying to learn more about the virus using the data we have from China and the cases we have. In the very near future, we hope, they will be able to work with their Chinese counterparts and other international experts on the ground in China.
Even as we endeavor to answer these important questions, our assessment of the immediate risk to the American public from this virus remains the same as last week. Although the virus represents a potentially very serious public health threat, and we expect to continue seeing more cases here, the immediate risk to the American public is low at this time.
Now, as we’ve said, our top priority is keeping the risk to the American public low, and we’re working on all fronts to do that. The President takes his responsibility to the health and safety of the American people extremely seriously.
The State Department, HHS, and other agencies have been working to help Americans repatriate from Wuhan if they so desire. Here at home, state and local public health departments are working with CDC to follow the playbook for an infectious disease response: identify, diagnose, isolate, treat, contact trace.

こうした重要な疑問の答えを探す努力を続けていますが、我々のアメリカ国民への直接的リスクについての見解は先週から変更ありません。 新型コロナウィルスは極めて深刻な公衆衛生上の脅威となる可能性があり、米国での感染者数は増加すると想定していますが、アメリカ国民に対する直接的リスクは現時点では低レベルです。 申し上げた通り、政府の最大の課題はアメリカ国民に対するリスクを抑制することであり、そのために全方位から対策を打っています。大統領は国民の健康と安全を守る責任を極めて深刻に受け止めています。
国務省と厚生省を含む関係省庁は希望者の武漢からの帰国支援にあたってきました。国内では州および地方自治体の公衆衛生当局がＣＤＣと協力して感染症発生時の手順、すなわち発見、診断、隔離、治療、接触者の追跡を実行しています。
