こんにちは！本日もリスニング日和ですね！
今回のリスニング日和は、米国議会下院のナンシー・ペロシ議長のスピーチです。トランプ大統領に対する弾劾の手続きの中で行われました。米国の弾劾裁判は下院the Houseが訴追を行って検察の役割を果たし、上院the Senateで裁判が行われます。裁判長は最高裁長官がつとめ、上院議員100人が陪審the juryの役割を果たします。今回は、ペロシ下院議長House Speakerが下院が作成した弾劾訴追決議文impeachment articles（起訴状に相当）を上院に送付する決議に署名する際に行ったスピーチです。署名後、弾劾管理人impeachment managerの下院議員７人（検察官に相当）が上院に決議文を手渡しで提出しました。米国政治の英語の基本となる単語が満載です！

リプロダクションは、英語を再生しながら追いかけて再現するシャドーイングとは異なり、ある程度の長さを聞いたら一旦音声を止めて自分の声で同じ意味の英語を話す練習です。通訳訓練の中では難易度の高い類ですが、リスニング日和では一般英語学習者むけに簡単なやり方で進めます。それに、シャドーイング編をしっかりこなした後ならスムーズに出来ますよ。
構文を直観的に理解し英語を頭ごなしに解釈できるようになったら、ネイティブ感覚のリスニング力もすぐそこ。スピーキングの力も伸ばせる練習です。

準備：ヘッドホンをつける。自分の声を録音するレコーダー。 （英文スクリプトと日本語訳は一番最後にあります。必要に応じプリントアウトして下さい。）
今回は冒頭から3:01までの音声を使用します。
①Warming-up Shadowing
スクリプトは見ないでシャドーイング。録音は不要。 英語音声を再生し、聞こえてきた音をしっかり声を出して正確に発音する。激しい運動の前の準備体操です。
②Short Reproduction
まずは文章を短く切ってリプロダクションをしましょう。必要ならスクリプトを確認しながら。録音は不要です。
・ネイティブ英語音声を/のところまで再生し、聞こえた英語をしっかり発声してリピートする。
・一語一句同じでなくても、意味が同じなら別の表現を使ってもよいが、自分のスピーキングが正しい文法になっているか自信がない場合は一語一句同じ表現を使うことをオススメします。
・スクリプトはなるべく見ない。何と言ったか忘れたら、もう1度音声を再生して確かめる。（それでもだめなら、スクリプトをチラ見して確認する程度にする。）
まずは、この程度の短さでリプロダクションに挑戦しましょう。最初の部分を使って説明します。残りも最初は短めに切ってやってみましょう。

Make it be very clear that this President will be held accountable, that no one is above the law and that no future president should ever entertain the idea that Article I — I mean, excuse me, Article II says that he can do whatever he wants.
And so with that, I will sign the resolution transmitting the articles of impeachment to the Senate which will be delivered by our managers from of whom I’m very proud. When they bring this over, we’ll set in motion a process on the Senate side.
Probably tomorrow, I don’t know their schedule, but it may be as soon as tomorrow. The senators will take an oath of office. They will take a special oath of office to do impartial justice according to the constitution and the laws. Let’s hope that they uphold that oath that they take tomorrow.
ナンシー・ペロシ下院議長：ご存知のように12月18日、議会下院は憲法の責務に従い、合衆国大統領ドナルド・トランプに対する弾劾訴追決議文を採択しました。
議論の中で大統領は自分は就任宣誓を守らなかった、合衆国憲法を守り、防御することはなかったと発言しました。
大統領の就任宣誓は議会のものと少し異なります。今、我々の目の前にいる（肖像画がある）我が国の父ジョージ・ワシントン大統領と同じ宣誓を行いました。
大統領の行為が国家安全保障を損ない、選挙の安全性を危機に陥れ、選挙の完全性が取り去られるのは、あまりにも悲しく、国にとっての悲劇です。ゆえに本日、私達は歴史を作ります。弾劾管理人達が大統領の権力乱用と議会妨害の罪に対する弾劾訴追決議文を携え、廊下を進む時、私達は歴史の一線をまたぐのです。 その歴史は、アメリカ国民にとって前進となります。憲法を守る前進、犠牲の名誉と建国者のビジョンにおける前進です。米軍兵士の犠牲の名誉と前進です。そして、我々の子供達の未来への前進です。 大統領に責任を取らせる、何人たりとも法の上に立たせない、そして将来、憲法1条、いえ失礼、憲法２条は何でも自分の好きなようにしてよいという意味だと考える大統領が決して出ぬようにすることを、明確にするのです。
ということで、弾劾訴追決議文を上院へ提出する決議に署名します。私の誇り、弾劾管理人達が決議文を上院へと運びます。これにより上院での弾劾手続きがスタートします。
おそらく明日、上院の日程は分かりませんが早ければ明日、上院議員が宣誓を行います。憲法と法律に則り、公平な裁きを行うという特別の宣誓です。 上院議員達がその宣誓を全うすることを願いましょう。
