no.4 リプロダクション編 ピート・ブティジェッジ氏 MAYOR PETE INTERVIEW on IMPEACHMENT INQUIRY
こんにちは！本日もリスニング日和ですね！
今回のリスニング日和は、2020年米国大統領選挙に民主党から立候補しているピート・ブティジェッジ氏のインタビューです。中西部インディアナ州サウスベンド市のピート市長Mayor Peteは荒廃した町を復活させた手腕が高く評価され、最年少37歳ながら明晰な頭脳とコミュニケーション能力でメキメキ頭角を現しています。今回は米国議会下院The Houseでのトランプ大統領に対する弾劾調査Impeachment Inquiry入り決定について意見を語るインタビューです。

少し背景を説明しますと・・・弾劾手続き入りの発端は、トランプ大統領がウクライナの大統領との電話会談の中で「自身の政敵political opponentに不利な行動をしてほしい。そうしないと軍事支援を中止するぞ」という旨の要請を行ったとされる問題です。内部告発whistle-blowingにより疑惑が判明し、下院の多数派政党民主党the Democratic Partyは弾劾調査impeachment inquiryに踏み切りました。大統領の党である共和党the Republican Partyは必死に大統領を擁護しているところです。インタビューでは疑惑の電話会談はthe call, 内部告発者が行った告発はthe complaintと表現されています。ちなみに弾劾を決めるのは下院、弾劾裁判を実際に行うのは上院the Senateです。

①Warming-up Shadowing
スクリプトは見ない。録音は不要。 英語音声を再生。聞こえてきた音をしっかり声を出して正確に発音する。激しい運動の前の準備体操。
②Short Reproduction
必要ならスクリプトを確認しながら。録音は不要。
カウント0:16～0:46くらいまでを使用して説明します。
・ネイティブ英語音声を/のところまで再生し、聞こえた英語をしっかり発声してリピートする。
・一語一句同じでなくても、意味が同じなら別の表現を使ってもよい。（文法的に正しいスピーキングに自信がない方は、一語一句同じ表現を使って暗記するのがオススメ。）
・スクリプトはなるべく見ない。何と言ったか忘れたら、もう1度音声を再生して確かめる。（それでもだめなら、スクリプトをチラ見して確認する程度にする。）

易しいけれどとても英語らしい言い回しが多々ちりばめられています。すっと口から出るまで体で覚えれば、ネイティブセンスを感じさせるスピーキングに近づけます。

もっと長めにプロダクション。必要ならスクリプトを確認しながら。自分の声を録音。英語の構文を意識して聞く。ネイティブ感覚を身につける上で重要なポイントである、to, of, by, など小さな言葉の使い方も真似して身につけて。

短い文章の集合体ですので、リプロダクト＝再現自体はそれほど難しくないと思います。問題は、リズムです。単に単語の羅列ができるだけでは、伝わりやすい英語にはなりません。ブティジェッジ氏の英語のリズムも完コピしましょう。 コツは単語１つ１つをプレーンに発音しつつ、話すリズムを真似ること。英語らしくしようと“こぶし”を効かせる必要はありません。彼のスピーキングを真似ればとても知的な英語に聞こえるようになりますよ。

BUTTIGIEG: A little bit. But we knew that, at some point, we would hit a breaking point, and we are there. This is a moment of truth for the country. I think this is a moment of truth for the Republican Party. Sooner or later, it had to come, because any one of these abuses that we’ve seen, over recent years, any one of them could have been career- ending for any other President. CUOMO: You’re worried that you haven’t seen the call, haven’t seen the complaint?
BUTTIGIEG: It’s not just about the call. It’s not just about the complaint. But we do know that we have seen in plain view the President of the United States confess to wrongdoing. He didn’t look very guilty when he did it. But that doesn’t change the fact that it was a confession. And, right now, we see strong evidence that the American President may have sold out U.S. national security interests, to go after a political opponent. That’s just the latest in a number of things, any one of which might be impeachable. But the real question is what standard are we going to hold the Presidency to? This isn’t just about this President. This is about the American Presidency, because if a line is not drawn now, then future Presidents, even long after our lifetimes, will have a different and lower bar for what they think they can get away with.

ブティジェッジ：電話や告発だけの問題ではありません。しかし、米国合衆国大統領自ら不正行為を告白する様を我々はまさに目の前で見たではないですか。彼が悪びれることなく（電話の内容を）認めたとはいえ、あの発言が自供であるという事実は変わりません。今や、米国大統領が政敵対策のために国家安全保障上の国益を売り渡したらしい強力な証拠が出ています。弾劾の原因になりうる数々の問題行為が、今回もまた１つ出て来たに過ぎません。 問題は、我々は大統領にどんな基準を求めるかということです。これは今の大統領だけではなく、米国大統領府にとっての問題です。ここで基準を明確にしておかなければ、我々の時代のずっと後の大統領を含め未来の大統領たちに課される善悪の基準は、これまでと異なる低次元のものになってしまうからです。
